1.4. Narrative of Use Case
Short description
The use case describes the process of purchasing flexible services in day-ahead horizon based on active power and/or active energy for TSO needs and then using these services for balancing purposes.
Balancing services for TSO are procured on a continuous basis. The purchase of services takes place on Balancing Market platform according to the rules described in Terms and Conditions related to Balancing.
Only Balancing Service Providers (BSPs) who have positively passed the prequalification process can offer balancing services. In case their resources are located in DSO’s grid (LV/MV) submitting bids for balancing services is only possible through the Flexibility Platform.
In the day-ahead mode, it is distinguished by the acquisition of capacity (Primary Balancing Capacity Market) and balancing energy (Day-Ahead Balancing Energy Market).
Complete description
The process carried out on the Flexibility Platform in day-ahead time frame consists of the following steps:
Scenario 1 – Determination of TSO needs in terms of capacity
• Every morning TSO also announces information on the constraints in the network.
• The Flexibility Platform Operator (FPO) takes the above-mentioned information from TSO and makes it available as soon as possible on the Flexibility Platform to interested parties.
• Every morning the Flexibility Platform may also make available information on the constraints in the distribution network that may affect the technical feasibility of potential offers for balancing capacity products and balancing energy.
